Stephanie Evan, is the CEO of The Refuge and a U.S. Navy veteran with extensive experience in behavioral health and substance use treatment. She began her nursing career in 2011 after earning her RN in Washington State and gained early experience as a psychiatric nurse in an acute psychiatric hospital while completing her BSN.
After relocating to San Diego in 2014, Stephanie expanded both her clinical and leadership expertise at the largest privately operated psychiatric hospital in the region. Her work spanned a comprehensive range of inpatient and outpatient programs, including trauma‑informed care, cognitive and dialectical behavioral therapies, medical and geriatric psychiatry, chemical dependency, eating disorders, child and adolescent behavioral health, ECT, and dual‑diagnosis treatment. She advanced to lead nurse and played a key role in launching the hospital’s first medication‑assisted treatment program.
In 2019, Stephanie returned to Texas, serving as Director of Nursing and later CEO of a 130‑bed detox, residential, and outpatient program. She holds a Master’s in Nursing Administration from Texas Tech University and is a Certified Addictions Registered Nurse. Stephanie remains deeply committed to advancing high‑quality care and building programs that support long‑term healing and resilience.
